Highlights in Water Rights, Water, Wastewater, and Stormwater
Led a Cooperative Regional Water Supply Development transaction that included over 5,000 acre-feet of water and pipeline capacity assets valued at over $50 million. The project involved a water conservancy district and sub-district, and four cities and towns. The project received First Place Honors, 2003 Local Government Innovation Awards Program category of Cooperative Service Delivery by DRCOG.
Formulated and implemented a multi-phased plan that improved the efficiency and effectiveness of several districts, urban renewal authority and Town. Honorable Mention Winner, 2002 Local Government Innovation Awards Program category of Productivity Improvement by DRCOG.
Led a Cost-effective Watershed Approach to Stream Health (WASH) to enhance and improve water quality through stormwater management with four neighboring cities and one county. Sue Blair

She currently serves as the President of the Special District Association (SDA) Board, where she plays a key role in advocating for and guiding special districts statewide.
Her extensive knowledge spans governmental taxation, auditing, budgeting, elections, property ownership, utility billing, and statutory compliance, making her a trusted resource for local governments. Sue has been instrumental in managing and overseeing municipal elections, including high-profile recall efforts and large-scale petition verifications. Her election expertise has led to statewide recognition, including appointments by the district court as an administrative hearing officer and collaboration with the Division of Local Government and Special District Association to train election judges.
Beyond elections, Sue has led significant policy initiatives, including drafting municipal ordinances, resolutions, and legislation. She has been a driving force behind key property inclusions and exclusions within special districts, ensuring compliance with regulatory frameworks. Her leadership extends to financial management, where she has implemented policies for sales and use tax, public improvement fees, and liquor licensing.

- Special District Association Board member for over a decade and currently serving as the Association’s Board President.
- Instructor/mentor in training new Designated Election Officials across the state.
- Involvement in the incorporation of the City of Lone Tree, establishing policies and procedures for financial management of sales and use tax, public improvement fees, building department administration, and liquor licensing.
- Coordinate implementation of a public improvement fee (PIF) in multiple local governments.
- An appointment by the Adams County District Court to serve as an Administrative Hearing Judge in a controversial case regarding board member qualification.
- Managing countless ballot initiatives/elections, ranging from over 40,000 petitions to multiple district and municipal elections.

Marcos Pacheco
Director of Client Services
With over 15 years of experience in operations management, Marcos Pacheco brings a thoughtful, steady approach to leadership and client service. Since joining CRS of Colorado in 2008, he has been instrumental in refining internal processes, enhancing team performance, and delivering reliable support to the many special districts CRS serves across the state.
Marcos also serves as the Deputy DEO for all elections within CRS, where his logistical expertise has guided the successful distribution of hundreds of thousands of ballots—including a record-setting election season with over 800,000 ballots mailed. His ability to manage complexity with calm efficiency has earned the trust of clients and colleagues alike.
Marcos also spent a decade as a firefighter—a role that shaped his grounded perspective, collaborative spirit, and decisive problem-solving under pressure. Whether mentoring staff, coordinating district operations, or navigating high-stakes challenges, Marcos approaches each task with humility and focus.
Today, as Director of Client Services, Marcos continues to champion operational excellence and a people-first ethos. He takes pride in helping others succeed and considers it a privilege to support the communities CRS serves.

Mat Birkeness
District Manager
Mat Birkeness brings over five years of dedicated experience as part of CRS’s District Management Team, where he serves as a trusted point of contact for Metropolitan Districts and municipalities. He specializes in on-site property management, guiding clients through the unique operational, financial, and logistical challenges that districts often face.
Mat’s diverse background in property, hotel, and hospitality management equips him with a strong service-oriented approach to problem-solving. He has successfully obtained state grant funding for Metropolitan Districts, prepared annual budgets, supervised staff, and managed reserve planning, capital projects, and long-term forecasting. His ability to navigate complex onsite management needs has been instrumental in supporting districts with extensive facilities and venues.
A graduate of the Special District Association’s Leadership Academy, Mat is committed to professional growth and excellence in service. Earlier in his career, he led business-to-business sales teams for the nation’s leading annuity sales company, expanding market share across multiple territories. He also gained international leadership experience in hospitality, serving as a division lead in France.
Mat’s blend of financial expertise, management skills, and client-focused service makes him an invaluable asset to the communities and districts CRS supports.
Phil Schneider
District Manager
Phil Schneider brings a wealth of experience in business management, accounting, logistics, and customer service to his role as District Manager at Community Resource Services of Colorado. Since joining CRS in 2020, Phil has overseen operations for a large community of more than 1,200 homes, establishing strong relationships with vendors, service contractors, developers, and board members to ensure timely, reliable service delivery. He has also developed protocols to safeguard facilities and equipment, extending their lifecycle and ensuring efficient operations.
Before CRS, Phil held leadership roles in sales management, accounting, and logistics, including positions with Escalante Golf, Swagelok Denver, and PepsiCo. He also pursued a personal goal of competing professionally as a golfer, playing in tournaments across the U.S., including U.S. Open qualifiers.
Phil holds dual bachelor’s degrees in Distribution Management & Technology and Marketing from Baylor University. He is also a licensed Colorado real estate agent and has completed the M-100 Essentials of Community Association Management certification. Beyond his professional work, Phil is deeply engaged in community service, serving as Associate Director of the All-Stars Club, where he has led fundraising, volunteer coordination, and programs that support adults with special needs.

Carlos Arreola-Karr
District Manager
Carlos Arreola-Karr is a District Manager with Community Resource Services of Colorado, where he oversees operations, finances, and compliance for multiple special districts. Since joining CRS in January 2024, he has led efforts to secure grant funding and ensure local governments meet Colorado’s ADA requirements for public documents.
Carlos works closely with boards, staff, and community partners across the Front Range to support transparent and efficient delivery of essential services.
Before CRS, he spent eight years serving the residents of Los Angeles County, including seven years in progressive management roles in budget, audit, and operations with the office of the LA Commissioners, serving 2 million residents.
A graduate of California State University–Los Angeles with a degree in Communication Studies, Carlos is bilingual in Spanish and English. He is passionate about public service and dedicated to strengthening the communities he serves.
Michael Schenfeld
District Manager
Michael Schenfeld is a District Manager at Community Resource Services of Colorado, where he provides both management and field support for a variety of Special District clients. In his role, Michael works closely with boards, residents, and service providers to ensure that district operations run smoothly, efficiently, and in full compliance with state and local requirements.
Michael brings a strong background in project management, client relations, and leadership. Prior to joining CRS, he served as a Senior Project Manager and Consultant at Metal Building Outlet, where he oversaw budgets, managed complex commercial building projects, and coordinated directly with city, county, and state agencies to ensure compliance with safety codes. He also owned and operated Dulce Contracting Services, managing both small and large-scale remodeling projects while building strong client relationships and overseeing project execution from start to finish. Earlier in his career, Michael worked as a Digital Marketing Executive with YP, where he developed B2B marketing strategies and long-term client partnerships.
Michael studied Business Administration with minors in Technical Communication, Managerial Leadership, and Psychology at the Milwaukee School of Engineering. A former collegiate and semi-professional hockey player, he brings the same discipline, teamwork, and leadership skills from the rink into his professional career.

Ashly Dorey
District Manager
Ashly Dorey has been a valued member of the CRS District Management Team for several years, where she oversees the day-to-day operations of multiple Special Districts. In her role, she works closely with boards, residents, and service providers to ensure efficient management, transparent communication, and responsive support. Ashly excels at balancing the many facets of district management, from budgeting and vendor coordination to resident services and long-term planning, making her a trusted resource to the communities she serves.
Before joining CRS, Ashly built a strong professional background in leadership, client relations, and operations management across a variety of industries. She served as an Assistant Manager in the healthcare industry in Denver, where she oversaw staff, finances, and customer care while also leading social media marketing efforts that expanded the business’ community presence. As Customer Relations Manager in Michigan, Ashly supervised a team of more than 30 employees, managed client relationships, and strengthened operational processes to enhance customer experience. She also gained valuable experience in financial services as a Loan Specialist and Team Lead with Autopay Direct, where she trained staff, managed compliance, and consistently exceeded sales goals
Ashly earned her Bachelor of Science from Grand Valley State University. Drawing on her diverse professional background, Ashly brings strong communication, problem-solving, and organizational skills to her role at CRS. Riley Meggers
Assistant Manager
As an Assistant Manager, Riley Meggers brings a strong work ethic and a dependable, team-focused attitude to Community Resource Services, where he plays a key role in supporting district operations both in the office and out in the field. Known for his reliability and hands-on approach, Riley excels in field work—whether assisting with on-site projects, coordinating with vendors, or providing support to ensure facilities and operations run smoothly.
Riley began his career with CRS, assisting in elections and administrative projects, gaining early expertise in ballot processing, deposit tracking, accounts receivable, and special project support. Today, he combines this background with strong organizational and customer service skills to provide dependable support for CRS’s clients and staff.
Riley is a graduate of Colorado Mesa University, where he earned a Bachelor of Science degree in Business Administration Management. His academic training, paired with his practical field and administrative experience, gives him the versatility to adapt and deliver in any setting.
Outside of work, Riley is an avid outdoorsman who enjoys climbing Colorado’s 14ers, hiking, camping, running, and playing ice hockey—interests that mirror his energy, teamwork, and drive to succeed.
Kayla Blair
District Manager
Her background as a Client Support Specialist provides her with a strong foundation in accounts payable, utility billing, and board administration, which she now combines with leadership and strategic management skills in serving her districts.
Kayla Blair has been a dedicated member of Community Resource Services of Colorado for more than a decade, building her career from Client Support Specialist to her current role as District Manager. With years of hands-on experience, Kayla has developed a deep understanding of the diverse needs of Special Districts and now oversees the management of several communities with professionalism, care, and attention to detail.
In her role, Kayla works closely with boards, residents, and service providers to ensure smooth day-to-day operations, accurate financial and administrative support, and responsive communication. Molly Couture
District Manager
Molly Couture has been part of the CRS District Management Team for several years, where she works with some of the firm’s most complex Special Districts. Her portfolio includes large water districts with multiple treatment plants, and she has built a reputation for her organization, responsiveness, and ability to successfully guide districts through even the most challenging operational and financial needs. Her boards value her leadership, problem-solving, and collaborative approach, making her a trusted partner in advancing their communities.
During her time at CRS, Molly has secured multiple grants and low-interest loans for districts, helping them fund critical infrastructure and community improvements. She manages all aspects of district operations, including budgeting, compliance, vendor coordination, and long-term planning, while ensuring her boards receive clear, timely communication and support.
Molly’s career prior to CRS includes more than 12 years of leadership and management experience, with over a decade in school leadership and administration. As Director of Operations and a founding staff member of one of the top middle and high schools in Denver Public Schools, she oversaw daily operations for more than 1,500 people, directed a team responsible for facilities management, budgeting, purchasing, and communications, and managed large-scale projects such as historic building renovations and grant-funded initiatives.
A graduate of the University of Southern Indiana, Molly has called Colorado home for more than 15 years. With her expertise in systems, financial and project management, and community engagement, Molly continues to bring tremendous value to CRS and the districts she serves.

Diane Rodriguez
Senior Accounting Manager

Joe Frank is a seasoned accounting professional with more than 20 years of experience in financial management, reporting, and compliance. As a Senior Accountant at Community Resource Services of Colorado, Joe provides expert accounting support for several Special Districts, ensuring accuracy, transparency, and compliance with all state requirements.
Before joining CRS, Joe held key accounting roles across a variety of industries, including engineering, finance, and corporate operations. His work has spanned general ledger management, payroll, project accounting, accounts payable and receivable, financial reporting, and tax compliance. Jing Lu is a Certified Public Accountant with extensive experience in financial management, auditing, and compliance. As a Senior Accountant at Community Resource Services of Colorado, she focuses on accounting for Special Districts, ensuring accurate reporting, transparency, and compliance with state and local requirements.
Jing brings a strong background in both the public and private sectors, having worked in roles ranging from auditing and tax preparation to grant accounting and corporate finance. Her career includes positions with Arrow Electronics, Century Communities, Lindquist LLP, the City and County of Denver, and Boulder County, where she managed complex reconciliations, prepared financial reports, and ensured compliance with GAAP and federal regulations.
Jing earned both her Master’s and Bachelor’s degrees in Accounting from the University of Colorado Boulder’s Leeds School of Business and also holds a Bachelor’s degree in Accounting from the University of International Business and Economics in China.
