Wayne Monson has been involved in community development activities including the organization and management of special districts for more than 45 years. He has held community development / public works director positions in several communities. He has provided consulting services to special districts, communities and private development entities with several consulting firms and through his own consulting firm. His activities have included the organization and management of special districts, the development of land use control regulations, review and processing of development applications, downtown development activities as well as community and neighborhood master planning. Wayne specializes in optimizing the use and coordination of special districts in land development activities and in the provision of water and sanitation services. He has extensive experience in special district financing and budget as well as the financing of public infrastructure. He has also been active in the provision of water supplies for both existing and new communities including efforts to provide renewable water sources. Wayne is also well versed in water conservation practices.
